Engine Failure off the coast of Africa

It took us 2 days to motor sail from Mohammedia to Agadir. When were were about 10 miles from Agadir, we finally got enough wind that Blair decided to hoist the sails and stop the engine.  That's when we learned that the engine won't start. So... No wind and no engine. 

Since we were 5 miles from the Marina so decided I decided to call the Port Captain. Since it was a Saturday the boss wasn't around, but the guy taking his place said he'd find us someone who could tow us in. 2 hours later they finally called back and said NO they won't come out the 5 miles to tow us in, but they did say the would help us once we got into the Marina. I told them via Whatsapp. "Don't bother.. we don't need help getting into the marina". Blair gets out dinghy down and pushes us into the marina with out tiny 3.5 hp engine. It took a couple of hours, but we finally get to the marina before dark. 

We get to the marina, and a power boat with 2 75HP engines off the back... shows up and starts waving at us. My thoughts are "GREAT... the port captain is here to let us know where we should park the boat." The power boat shows us a seperate dock for us to park. By the time we finally tie up, it's now dark. Once we're all set the 2 guys that were in the power boat come up to us, and say that we owe them money. 

I look at them and say "Absolutely NOT!"  The lead guy's response is. "But we came out in the rain and the dark to help you dock." 

I told him " You didn't come out the 5 miles to pull us in, you never touched out boat. You didn't help us at all, and besides that I texted you " not to bother helping us into the marina if you're not coming out to sea to help us" . At that response it walked away.

The next morning... we have someone knocking on our hull at 7 am telling us to move because we're parked at the fuel dock. We explain that we can't move yet as A. We don't have and engine, and B. We're still waiting to hear from the port captain, as to where he wants us to dock.
